The Union Public Service Commission is introducing a new Online Application Portal for registration and filling up of application form online. The portal has four modules, three of which namely, Account creation, Universal Registration and Common Application Form are common to all examination applications and can be filled anytime by the candidate while the fourth module is examination specific and can be filled during the time period allowed in notification of an examination. Applicants are required to apply online by using the website https://upsconline.nic.in. All applicants are required to fill up the application and upload their documents in the newly introduced portal afresh. The old One Time Registration (OTR) module will not be applicable henceforth. Detailed instructions are available on the home page of the portal as well as with all profiles/modules to guide the candidates for filling up the application and upload the documents. Candidates are advised to first go through these Instructions carefully and prepare documents in advance to have a smooth flow during filling up of form and document uploading. Applicants are strongly advised to use their Aadhaar Card as ID documents for easy, effortless and seamless verification and authentication of ID and other details.
HOW TO APPLY
Candidates are required to apply Online only by using the website www.upsconline.nic.in. . It is essential for the applicant to create account, generate Universal Registration Number (URN), , and then proceed for filling up the all the modules of Common Application form (CAF). URN has to be registered only once in life time. This can be done anytime throughout the year. If the candidate has already completed all three parts, he/she can proceed straightway for filling up the 4th part i.e. Exam specific form. A candidate who is willing to apply for Engineering Service Examination shall be required to apply on-line and submit the requisite information and supporting documents towards various claims, such as date of birth, category [viz. SC/ST/OBC/ EWS/PwBD/Ex-Servicemen], educational qualification, etc. as may be sought by the Commission along with the Common Application Form (CAF). The failure to provide the required information/documents along with the Common Application Form (CAF) will entail cancellation of candidature for the examination. NOTE: The candidates should also note that no addition/deletion/any changes are allowed in Universal Registration Number (URN) & Common Application Form (CAF) and Exam Specific Form in the Engineering Service Examination, in any circumstances once it is submitted. Brief instructions are given in Appendix-IIA. Detailed instructions for filling up online applications are available on the above mentioned website. 2.3 The candidates will not be allowed to withdraw their applications after the submission of the same.
Candidate should have details of one Photo ID Card
viz. Aadhaar Card/Voter Card/PAN Card/Passport/Driving Licence/Any other Photo ID
Card issued by the State/Central Government. The details of this Photo ID Card will have to be provided by the candidate while filling up the
Universal Registration(URN) This Photo ID Card will be used for all future referencing and the candidate is advised to carry this Photo ID Card
while appearing for Examination/Personality Test.
4. The eligible candidates shall be issued an e-Admission Certificate on the last working day of the preceding week of the date of
examination. The e-Admission Certificate will be made available in the UPSC website [www.upsc.gov.in] for downloading by candidates. No
Admission Certificate will be sent by post. All the applicants are requested to provide valid & active e-mail i.d. while creating account as the
Commission may use electronic mode for contacting them.
PENALTY FOR WRONG ANSWERS (in Objective Type Papers) :
Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question
Papers.
HELPDESK FOR CANDIDATE
The Commission has established a dedicated helpline to assist the candidates during the application process. Candidates seeking clarification,
guidance, or assistance related to the application process or examination details can contact the helpline no. 011-24041001. The helpline will
be operational from 10:00 AM to 5:30 PM on all working days during the application window i.e from 26.09.2025 to 16.10.2025. Applicants
may utilize this service for any issues relating to the application process, including fee payment, uploading of documents, etc.

The Online Applications can be filled from 26.09.2025 to 16.10.2025 till 6:00 PM after which the link will be disabled
ELIGIBILITY CONDITIONS
Nationality: A candidate must be either: (a) a citizen of India, or (b) a subject of Nepal, or (c) a subject of Bhutan, or (d) a Tibetan refugee who came over to India before the 1st January, 1962 with the intention of permanently settling in India, or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka or East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia or from Vietnam with the intention of permanently setting in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India and that a candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment shall be given only after the necessary eligibility certificate has been issued to him/her by the Government of India. (II) Age Limits: (a) A candidate for this examination must have attained the age of 21 years and must not have attained the age of 30 years on the 1 st January, 2026 i.e., he/she must have been born not earlier than 2 nd January, 1996 and not later than 1 st January, 2005 (b) The upper age-limit of 30 years will be relaxable upto 35 years in the case of Government servants of the following categories, if they are employed in a Department/ Office under the control of any of the authorities mentioned in column 1 below and apply for admission to the examination for all or any of the Service(s)/Post(s) mentioned in column 2, for which they are otherwise eligible. (i) A candidate who holds substantively a permanent post in the particular Department/Office concerned. This relaxation will not be admissible to a probationer appointed against a permanent post in the Department/Office during the period of his probation. However, this relaxation will be admissible to a probationer so appointed provided he/she already retains a lien on a permanent post in a Department/Office under the control of any of the authorities mentioned in column 1 below. (ii) A candidate who has been continuously in a temporary service on a regular basis in the particular Department/Office for at least 3 years on the 1 st January, 2026.
Minimum Educational Qualification
For admission to the examination, a candidate must have – (a) obtained a degree in Engineering from a University incorporated by an Act of the Central or State Legislature in India or other Educational Institutions established by an Act of Parliament or declared to be deemed as Universities under Section 3 of the University Grants Commission Act, 1956; or (b) passed Sections A and B of the Institution Examinations of the Institution of Engineers (India); or (c) obtained a degree/diploma in Engineering from such foreign University/College/Institution and under such conditions as may be recognised by the Government for the purpose from time to time, or (d) passed Graduate Membership Examination of the Institution of Electronics and Telecommunication Engineers (India); or (e) passed Associate Membership Examination Parts II and III/Sections A and B of the Aeronautical Society of India; or (f) passed Graduate Membership Examination of the Institution of Electronics and Radio Engineers, London held after November, 1959 Provided that a candidate for the post of Indian Naval Armament Service (Electronics Engineering Posts) and Indian Radio Regulatory Service Group ‘A’ may possess any of the above qualifications or the qualification mentioned below namely:- For Indian Naval Armament Service (Electronics Engg. Posts) – M.Sc. degree or its equivalent with Wireless Communication Electronics, Radio Physics or Radio Engineering as a special subject.
MOBILE PHONES NOT PERMITTED:
(a) The use of any mobile phone (even in switched off mode), pager or any electronic equipment or programmable device or
storage media like pen drive, smart watches etc. or camera or blue tooth devices or any other equipment or related
accessories either in working or switched off mode capable of being used as a communication device during the examination
is strictly prohibited. Any infringement of these instructions shall entail disciplinary action including ban from future
examinations.
(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to
the venue of the examination, as arrangement for safe-keeping cannot be assured.
Online Question Paper Representation Portal (QPRep)
The Commission has introduced a time frame of 7 days (a week) i.e.
from the next day of the Examination Date to 6.00 p.m. of the 7th day is fixed for the candidates to make representations to
the Commission on the questions asked in the Papers of the Examination. Such representation must be submitted through the
“Online Question Paper Representation Portal (QPRep)” only by accessing the URL
http://upsconline.nic.in/miscellaneous/QPRep/. No representation by email/post/hand or by any other mode shall be
accepted and the Commission shall not involve into any correspondence with the candidates in this regard. No representation
shall be accepted under any circumstances after this window of 7 days is over
Instruction in respect of uploading of Photograph while filling up Common Application Form (CAF):-
(a) The photograph, uploaded by candidate should not be more than 10 days old from the start of the online application
process (i.e. the application commencement date).
(b) The candidate’s face should occupy 3/4th of the space in the photograph.
(c) The candidates must ensure that their appearance must match with their photograph at each stage of the Examination
Process i.e. at the time of Preliminary (stage-I), Main (stage-II) and Interview/Personality Test. For instance, if a candidate
uploads a bearded photograph, he must appear with the same look in the Preliminary, Main and Interview/Personality Test.
Same would be the case with spectacles, moustaches, etc.
The candidates should reach the venue of the Examination well in time at least 30 minutes prior to the commencement of each session of the Examination. No late entry will be allowed inside the Exam-venue under any circumstances.
No.F. 02/02/2025-E.1B: Preliminary/Stage-I Examination of the Engineering Services Examination for recruitment to the
services/ posts mentioned in para 2 below will be held by the Union Public Service Commission on 8 February, 2026 in
accordance with the Rules published by Ministry of Communications, Department of Telecommunications in the Gazette of
India Extraordinary dated 26th September, 2025
2. (A) Recruitment on the results of this examination will be made to the Services/ Posts under the following categories:-
Category I-Civil Engineering.
Category II-Mechanical Engineering.
Category III-Electrical Engineering.
Category IV-Electronics & Telecommunication Engineering.
The number of vacancies to be filled on the results of the examination is expected to be approximately 474 including
26 vacancies for the Persons with Benchmark Disabilities (PwBD) (15 vacancies for Locomotor Disability including Leprosy
cured, Dwarfism, Acid Attack victims and Muscular Dystrophy and 7 vacancies for Hard of Hearing, 1 vacancy for Low Vision
and 3 vacancies for SLD and MD). The number of vacancies is liable to alteration.
Reservations will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes,
Economically Weaker Section (EWS) as well as Persons with Benchmark Disability Category in respect of vacancies as may be
fixed by the Government of India.
